You can hike or drive from the Toba side, or drive up from the Shima side to find wonderfully carved wooden details aging with the land and several old photos and paintings from years gone by. The temple also has public washrooms. (Hiking from the Toba side starts in Matsuo. There are some signs guiding to the trailhead but it can be hard to find.)

鳥羽市内から山登ったとこにあるお寺です。海上安全の仏様がおられるとの事で船舶関係の人がお参りされるお寺みたいです。
道中の道が舗装されてるけど車一台がやっと通れる幅の山道でガードレールも無く木の枝や石が道に散らばってような道なので注意が必要だと思います。
途中で山林が開ける場所があるのですが、そこから見える英虞湾とリアス海岸の景色は綺麗でした。

青峯山の頂上にある古刹です。
聖武天皇が奈良 東大寺建立にあたり伊勢神宮に無事に建立出来るよう祈願され、青峰山に観音様をお祀りすれば、大願成就すると夢のお告げをうけ行基菩薩を派遣し伽藍を建て正福寺としたそうです。
狭い山道を登るのは車でも大変ですが素晴らしい造作の施された山門、金堂は必見の価値ありです。
海上守護の御寺として漁業、海運関係信仰の篤いのお寺です。
観光バスは入れません。静かな御寺です。
山頂までのルートは３つあります。
１つは徒歩専用。
磯部側、鳥羽方面から登るルートは車で。
訪問の際は車の運転には注意を、曲がり損ねるとゴロゴロと谷底に…
道中、路面に砂利や落石が多いのでバイク、自転車の方は細心の注意を。
